In the event that the Board of Directors wish to find the opinion of the membership on some matter, the Board will ask the Chairman for an advisory vote by the members. (This may occur if there has been much interest shown by the members, or if the Board finds it difficult to reach a decision, or if the Board feels that the members should be consulted because of the importance of the matter to the membership.) This advisory vote will be taken at a regular meeting at which a quorum is present. The results will be reported to the Board. The Board will ordinarily follow the wishes of the membership when they are clearly shown. 63-2 06/03/63 REPLACED 12/4/95 Regulations were decided upon for the case of a former member who rejoins the club. Former regular members rejoin as regular members. Former probationary members rejoin as probationary ones. Those whose membership expired before the classification as regular or probationary members, must rejoin as probationary members, even if they pay back dues. Back dues only entitle them to their former members [sic] and back publications. 66-1 08/16/66 REPLACED 4/1/96 A Safety Committee was established to investigate alleged unsafe practices, accidents, or near accident occurrences, and report with recommendations to the Board. It shall also recommend safety publicity, guidelines, and training programs. The Executive Director is concerned mainly with those areas "in the field." 68-4 12/02/68 RESCINDED 12/4/95 The matter of tax-free status for the PSC is referred to the Board of Trustees for appropriate handling. 70-1 07/06/70 RESCINDED 12/4/95 Whereas the membership and Board of Directors of the PSC have reached substantial agreement that a system of awards for members who have done the most to increase the status of the club through contributions to the club's incorporated purposes, the Board of Directors has established three major annual awards, the recipients to be selected by the Board of Trustees from those members of the club whose actions have been significantly outstanding over the period since the last award meeting by the trustees as to warrant the presentation. In case of long continuing activities, consideration may be given to portions of the activity extending into such periods before the last awards meeting by the Trustees, as the Trustees may deem fit. Nominations for awards may be made by any member in good standing of the club to the awards committee who shall be responsible for the coordination of the awards selections and presentations. In case that no one member of the club is significantly outstanding above all other members, the Trustees may exercise the option to split the award no more than two ways, or not to present the particular award for the period under consideration. The awards under the control of the Trustees shall be: 1. The Cave Award - which shall be awarded to the member who, through exploration, mapping, or cave-oriented scientific endeavor, has done most to reflect credit upon the Club and advance Speleology through field-oriented activities. 2. The Support Award - which shall be awarded to the member whose contributions to administrative activities have lead to greater internal strength or greater outside respect for the Club. 3. The Novice Award - which shall be awarded to the person who, with substantially no previous caving experience, has been a novice member under the period in consideration. His activities, field or administrative, must reflect significant devotion to caving and promise, with development, to achieve valuable contributions to the Club. 71-1 04/05/71 RESCINDED 12/4/95 The club will consider any cave under the conditions that it would improve accessibility to the cave for cavers or prevent destruction of the cave. Material not copyrighted by individuals or previously copyrighted may be copied by other caving publications, provided a copy of such publication is mailed to THE POTOMAC CAVER and proper credit given. 79-1 03/05/79 REPLACED 12/4/95 The PSC adopted the following conservation policy: The Potomac Speleological Club believes: that caves have unique scientific, recreational, and scenic values; that these values are endangered by both carelessness and vandalism; that these values, once gone, cannot be recovered; and that the responsibility for protecting caves must be assumed by those who study and enjoy them. All contents of a cave--formations, life, and loose deposits-- are significant for its enjoyment and interpretation. Therefore, caving parties should leave a cave as they find it. They should provide means for the removal of waste; limit marking to a few small and removable signs as are needed for surveys; and, especially exercise extreme care not to accidentally break or soil formations, disturb life forms, or unnecessarily increase the number of disfiguring paths through an area. Scientific collection if professional, selective, and minimal. The collecting of mineral or biological material for display purposes, including previously broken or dead specimens, is never justified, as it encourages others to collect and destroys the interest of the cave. Where there is reason to believe that publication of cave locations will lead to vandalism before adequate protection can be established, the PSC will oppose such publication. It is the duty of every PSC member to take personal responsibility for spreading a consciousness of the cave conservation problem to each potential user of caves. 86-1 09/06/86 REPLACED 12/4/95 Regarding payment of PSC membership dues, the Board decided that advance payments would be accepted and that they would not be assessed any increase if any occurred during the term they paid for. Expiration of paid-up dues will be noted in the address label of The Caver. 87-1 03/02/87 RESCINDED 12/4/95 The costs of the plates and platemaker upkeep will be shared between PSC and DCG. 87-2 12/07/87 RESCINDED 12/4/95 Some club funds will be invested, emphasizing 90-day certificates of deposit. 89-1 04/03/89 RESCINDED 4/1/96 The Board adopted the following items regarding the PSC/DCG shared printing equipment: 1. All gross income from making plates for outside groups will be put in a special platemaker account. This account will be maintained by DCG as a separate account within the normal DCG accounting structure. The actual cash in the platemaker account will be kept in DCG's normal checking account. Reports on the account status will be produced annually or upon request. 2. When platemaker expenses (repairs or supplies) are incurred, they will be paid from the platemaker account. 3. If platemaker expenses exceed the amount in the platemaker account, the clubs will donate funds to cover the expenses in proportion to the funds supplied to the platemaker account by each club during the last 12 months or since its inception, whichever is shorter. 4. All common printing expenses for both clubs will be paid from the platemaker account, including ink, blanket wash, fountain solution, whiteout, paper towels, hand cleaner, etc. Paper and press-related expenses will continue to be paid for by the individual clubs. (The assumption here is that the amount of miscellaneous supplies used by a club will be in proportion to the revenue that the club generates for the platemaker account.) 5. Both clubs will purchase the plates they use for non- revenue printing (such as the newsletters or other club jobs) from the platemaker account at the actual cost of the plates (rounded to the next higher multiple of 5 cents to ease bookkeeping.) If a club messes up a plate, it will purchase a new plate (unless, of course, the platemaker messed it up). 6. The two clubs will set a standard price that is to be charged to outside groups for making plates. DCG currently charges 75 cents per plate. A plate costs 27 cents. 7. If PSC disposes of the platemaker, or determines that it is no longer useable, any funds in the platemaker account will be distributed to the clubs in proportion to the funds that they put in the platemaker account during the most recent 12 months or since its inception, whichever is shorter. 89-2 07/19/89 RESCINDED 4/1/96 The Board adopted the following charge schedule for outside printing: Paper - at cost to the club. Plates - 75 cents per plate, with all revenue going to the platemaker fund. Printing - $3.50 per 1000 sides printed. 90-1 03/05/90 RESCINDED 4/1/96 The Board adopted the following charge schedule for PSC and DCG printing: Plates - 50 cents per plate. Printing for outside groups - 4 cents per 2-sided page (up from 3.5 cents). 91-1 04/01/91 RESCINDED 12/4/95 [Combined Board of Directors and Trustees meeting.] The Trustees do not have specific provisions regarding quorum requirements. The rental fee for each set of equipment for one weekend will be $2.50. 2. The club will maintain 15 sets of equipment for rental, with not more than 12 sets reserved by any one individual for a weekend. 3. Surplus equipment will be disposed of by auction. 4. Up to three sets of equipment may be rented to a non- member, it sponsored by a member, or if for use on a bonafide cave trip advertised in any caving publication. 5. The liability waivers previously adopted shall be required, and the same shall be published in The Caver. 93-2 07/14/93 RESCINDED 12/4/95 Subsequent to a discussion regarding general membership concerns that they were not being kept informed of club business, the Board elected to have the Executive Director give a verbal report of the preceding Board of Directors' meeting at each subsequent General Membership meeting. 93-3 07/14/93 RESCINDED 12/4/95 Board of Directors minutes will record all votes for and against a motion.
