PSC DIRECTIVES 11/3/03 63-1 06/03/63 It was agreed upon that club funds will not be spent for flowers or gifts for weddings, funerals, babies, etc. 68-1 01/29/68 The following sequence will be used in the election of the three board offices: Chairman, Administrative Director, Executive Director. 68-3 03/04/68 The newsletter editor will have the "last word" as to what appears in the newsletter. If he has any questions, he can ask for the Board's opinion. 74-1 02/04/74 The Board adopted a resolution that no vote of major consequence be taken at membership meetings without prior notice to members. 76-3 10/04/76 The Board approved a separate checking account for the club store. 77-1 04/04/77 Events of the Social Committee should be planned so as to break even or return a profit to the club. The Board will consider requests from the Social Committee for advances in support of specific events and, if approved, will assume the risk of loss if the event is not financially successful. 77-2 12/05/77 The Treasurer shall report in writing on the financial status of the Club at least semi-annually. These reports shall include data from all bank accounts maintained in the club's name. 83-1 08/01/83 [The following resolution was passed subsequent to a back-and-forth letter writing campaign between cavers regarding graffiti in Simmons-Mingo, and in response to a request from the Shenandoah Valley Grotto.] "It shall be the policy of the Potomac Speleological Club that the rights and wishes of any cave owner hold precedence over any and all rules and regulations and policies of any organization, exclusive of any legal obligations of the owner." 83-2 08/01/83 PSC shall not as a club participate in any cave project where the cave owner violates the PSC conservation policy. 85-1 11/04/85 The granting of PSC life membership did not violate the constitution because this did not create a new class of membership, rather it was a permanent waiver of dues for the recipient of the membership. 90-2 10/01/90 PSC will pay $10 annual dues for the Cave Conservancy of the Virginias. 90-3 10/01/90 PSC applied to the West Virginia Adopt-A-Highway program to adopt the 2.5 mile stretch of Smokehole Road, extending from Highway 220 to the Fieldhouse turnoff. 95-1 04/03/95 The Board affirmed that the Social Committee Chairman controls PSC parties, including those at the fieldhouse. 95-3 12/4/95 Former regular members rejoin as regular members, and former applicants rejoin as applicants. 95-4 12/4/95 PSC Conservation Policy: Caves have unique scientific, recreational, and scenic value. These values are endangered by both carelessness and intentional vandalism, and, once gone, cannot be recovered. The responsibility for protecting caves must be assumed by those who study and enjoy them. Accordingly, the intention of the Club is to work for cave preservation with a realistic policy supported by effective programs. Program goals are: encouraging self discipline among cavers; educating cavers and non-cavers in cave conservation; researching the causes of cave damage; and, preventing cave damage. These goals are accomplished by special projects, including cooperation with other groups similarly dedicated to the conservation of natural areas. All contents of a cave, including formations, life, and loose deposits, are significant for its enjoyment and interpretation. Therefore, caving parties should leave a cave as they find it. They should provide means for the removal of waste; limit marking to a few, small and removable signs as are needed for surveys; and, especially exercise extreme care not to accidentally break or soil formations, disturb life forms or unnecessarily increase the number of disfiguring paths through an area. Try to follow the motto: "Take nothing but pictures, leave nothing but footprints." The Club encourages projects such as: establishing cave preserves; placing entrance gates where appropriate; opposing the sale of speleotherms; supporting effective protective measures; cleaning and restoring over-used caves; cooperating with private cave owners by providing knowledge about their cave and assisting then in protecting their cave and property from damage during cave visits; and encouraging commercial cave owners to make use of their opportunity to aid the public in understanding caves and the importance of their conservation. Where there is reason to believe that publication of cave locations will lead to vandalism before adequate protection can be established, the Club will oppose such publication. It is the duty of every Club member to take personal responsibility for spreading a consciousness of the cave conservation problem to each potential cave user. Without this, the beauty and value of our caves will not long remain with us. 95-5 12/4/95 Regarding payment of PSC membership dues, the Board decided that advance payments up to 3 years would be accepted and that they would not be assessed any increase if any occurred during the term they paid for. Expiration of paid-up dues will be noted in the address label of The Caver. 96-1 1/2/96 The Administrative Director will give a report of each Board of Directors' meeting at the following General Meeting. 96-2 4/1/96 The Safety and Training Committee shall provide training in safe caving techniques to interested club members. 96-3 7/8/96 Establish existence of official calendar, designated by board of PSC, which will list upcoming events for entire year. 02-1 10/7/02 Fieldhouse accounts shall be kept logically separate from the PSC general accounts, but managed by PSC treasurer. 02-2 10/7/02 Consolidated financial reports will be published once a year in the Potomac Caver. 03-1 4/7/03 After minutes of board of directors meetings have been approved by the board, they shall be sent to the editor of the Potomac Caver and to the PSC Archivist, who shall print a hard copy of the minutes for the archives. 03-2 5/5/03 To prevent the physical mixing of restricted and non-restricted funds, interest from all accounts, including that earned by what the club has been calling "Trustee money," must go into the general operating fund for reallocation by the board. 03-3 8/4/03 The annual budget meeting for the Potomac Speleological Club shall occur at the August board of directors meeting. 03-4 11/3/03 The Board agreed that PSC, as a club, should not accept responsibility for any outside groups, including but not limited to youth groups. 03-5 11/3/03 Equipment Pool Policy: 1. There will be a $2.50 deposit required prior to the loan of each set of equipment for one weekend. 2. This deposit must be paid before the equipment is borrowed, and will be reimbursed upon the equipment's return. 3. The borrower is responsible for cleaning after use. 4. The borrower is responsible for returning the equipment in a timely manner. For each set that is overdue one month after the original issue date, the borrower will be fined $2.50, and an additional $2.50 for each additional week thereafter. 5. The equipment chairman has the discretion to decide whether to loan equipment to an individual or not. Individuals who have violated equipment pool policies can be banned from borrowing club equipment. Equipment will not be loaned to scout, church, or similar groups. 6. The club will maintain twelve sets of equipment for loan, with not more than ten sets reserved by any one individual for a weekend. However, all the equipment can be reserved for a PSC trip but advance notice is required. 7. Borrowers will be required to sign PSC's liability waiver. Those borrowing equipment for others must obtain signed liability waivers from the users of the equipment. For those under 18 the waiver must also be signed by a Guardian.
